TECRO in DC has to authenticate your FBI background check. Everything else — birth certificate, marriage records, translations — goes through the TECO covering where that event happened, not wherever you live. Born in LA? LA's TECO authenticates your birth certificate. Parents married in Vancouver? Vancouver's TECO handles that one. Most applicants don't know the difference, and it costs them weeks.
Checking "pass" on all three health items isn't enough. The physician has to check one more box — overall pass. Miss it, and you get certified mail and a second trip across town.
Born before 1980? Citizenship by descent only passes through your father's line. Your parents also need to have been married before you were born — not still married, just married in time.
The person who takes your documents at the counter isn't your case officer and can't answer detailed questions. You get a direct number for the person who actually decides your case only after submission — mailed to you — and when you call, be ready: they speak Mandarin only.

What is NWOHR? CONFIRMED
NWOHR stands for National Without Household Registration — the status of a Taiwan passport holder with Taiwanese parentage who hasn't yet completed household registration. It's a distinct legal category from routes like marriage-based or employment-based residency, each governed by separate NIA guidelines.
Can I claim citizenship through just one Taiwanese parent? FROM MY CASE
Often yes, but lineage rules are specific. Born before 1980, descent only passes through your father's line. Your parents also need to have been married before you were born — not necessarily still married — and the relevant parent must have been a registered national at the time of your birth.
Do I need an FBI background check? FROM MY CASE
Yes — and the original report must be authenticated through TECRO in DC specifically, the one document local TECO can't handle. Its Chinese translation, however, can be verified locally at TECO, with the applicant vouching for accuracy.
How long does this actually take? FROM MY CASE
Budget three weeks of active, in-person work once you're in Taiwan, plus weeks of US-based prep beforehand — mostly waiting on TECRO's turnaround. The residency permit itself often runs 7-10 working days once documents are complete, but this figure is experiential, not an officially published guarantee.
What if I don't have an NWOHR passport yet? CONFIRMED
That's an earlier, separate process handled through a TECO office abroad, not in Taiwan — expect roughly 8 weeks, since the passport is produced in Taipei. Adults need this passport in hand before entering Taiwan to pursue settlement; some minors may be able to enter on a foreign passport instead.
Do I have to give up my other citizenship? CONFIRMED
No. Taiwan permits dual citizenship for nationals by birth or descent. Renunciation is only required of people naturalizing into Taiwan from a foreign nationality — not those claiming citizenship through a Taiwanese parent.
Who do I actually talk to if something's unclear? FROM MY CASE
Not the person at the counter — they take your documents but aren't your case officer and can't answer detailed questions. You typically get a direct phone number for your case officer only after submission, mailed to you, often triggered by a document issue. That officer reliably answers the phone — but expect the conversation to happen in Mandarin only.
Do I need a TARC, or a Settlement Certificate (定居證)? CONFIRMED
They're different documents on different tracks — a common point of confusion, including in some well-known online guides. If your parent was a registered national at the time of your birth, a 2024 rule change lets you go straight to 定居證, no extended residence required. If not, you may instead need a TARC and have to physically reside in Taiwan for a set period first — continuously for one year, or shorter stretches over two to five years. Confirm which applies to you before assuming either path.
Can something like weather actually delay this? FROM MY CASE
Yes. Office closures — a typhoon, in my case — can add days even to a case officer's "5 working day" estimate, and missing or inconsistent documents can trigger their own rectification window.
